General facts

L' idée de la création d'une Union internationale des chemins de fer, émise tout d'abord, en 1921, à la Conférence de Porto-Rosa, a été reprise à la Conférence de Gênes, où la quatrième Commission, dite des Transports, a émis le vœu, adopté en séance plénière, le 3 mai 1922, que les administrations de chemins de fer français convoquent aussitôt que possible, une conférence.de représentants techniques des administrations de chemins de fer d'Europe et d'autres pays intéressés. Cette conférence a eu lieu à Paris les 17 et 21 octobre 1922 et a décidé la constitution de l'Union internationale des chemins de fer. Hb 1925: La première assemblée générale de l'U. L C. s'est réunie le 1er octobre 1923. Le Comité de gérance et les cinq commissions permanentes ont tenu également une session au cours de chacune des années 1922, 1923, 1924 et 1925. It was again taken up at the Genoa Conference, - where the Fourth Committee (Transport) recommended, at a plenary meeting on May 3rd, 1922, that the French railway administrations should convoke as seen as possible a conference of the technical representatives of railway administiaticns in Europe and other countries concerned. This conference took place in Paris, in 1922, • and decided on the constitution of the,International Railway Union. The first general assembly of the U.l.C. met in 1923. The Managing Committee and the five permanent committees have also held a session each year from 1922 to 1928. Activities

Les travaux de l'Union sont répartis entre le Comité de gérance et les cinq Commissions permanentes ci-après : « Trafic-voyageurs », « Trafic-marchandises », «Décomptes et changes », «Échange du matériel roulant » et « Questions techniques ». Des commissions ou sous-commissions spéciales sont également constituées, en cas de besoin, pour l'examen de questions particulières. HB 1925: Les décisions prises par le Comité de gérance, sur les propositions des commissions, sont soumises pour ratification à l'assemblée générale, qui tient sa session tous les cinq ans. Dans l'intervalle de ses sessions, l'assemblée générale délègue ses pouvoirs de décision au Comité de gérance pour les questions concernant le fonctionnement de l'Union et ne touchant ni à son organisation ni à ses statuts.
