HB 1929: Constituted by the International Committee of Congresses on Public and Private Relief, which was itself founded by previous international congresses. It forms, with other organisations, some international, some purely French, the Permanent Union of Relief Congresses. On June 27th, 1921, the Council of the League of Nations decided to place the Bureau under the League's authority, in accordance with Article 24 of the Covenant. HB 1936: Créé par le Comité international des congrès d'assistance publique et privée, qui avait été lui-même fondé par les congrès antérieurs. Il forme, avec d'autres organisations, les unes internationales, les autres simplement françaises, la permanence des congrès d'assistance. Le 27 juin 1921, le Conseil de la Société des Nations a décidé de placer le Bureau sous l'autorité de la Société, conformément à l'article 24 du Pacte.
