Son but est de propager l'idée d'entr'aide internationale en faveur des enfants; rechercher, centraliser et répartir les fonds destinés à soulager leur détresse en cas de calamités, sans distinction de race, de nationalité ni de confession; travailler en collaboration avec les institutions internationales ou nationales qui se vouent au secours et à l'amélioration du sort de l'enfant; entreprendre et provoquer les actions pratiques dictées par les circonstances. (HB 1936) The activities of the ''Save the Children" International Union are based on the Declaration of Geneva. Its object is to propagate the idea of international mutual aid for the benefit of children ; to collect, centralise and distribute funds for the relief of distress among children in time of disaster, without consideration of race, nationality or confession; to co-operate with international or national institutes whose object is to assist or improve the position of the child; to undertake and stimulate practical action as required by circumstances. General facts

The Fourth General Council adopted in 1923 a declaration of the rights or children, called u The Declaration of Geneva which lays down in five brief clauses the rights which should be recognised as belonging to children and be respected in all civilised countries. The Fifth Assembly of the League of Nations, on September 26th, 1924, approved the text of the Declaration of Geneva and invited the States Members of the League to carry on their work of child welfare on the basis of these principles. When the Advisory Committee on the Traffic in Women and Children was reconstituted, the Save the Children International Union was invited to name one of its members as one of the five assessors on children's questions. The Union has distributed since 1920 over a hundred million gold francs for the relief of children in the countries which suffered through and after the war. Assistance has been given to the towns of Vienna, Budapest and Berlin; to the children of Russian refugees in Constantinople and in the Balkans; to famine-stricken Russia; to Greece, and to Bulgaria and Albania. The "Save theChildren" International Union was founded on January 6th, 1920, on the initiative of Eglantyne Jebb, to centralise and co -ordinate the activities of various organisations concerned in collecting funds for the relief of the children of Central and Eastern Europe and the Near East. Congresses of associations for the relief of children at Geneva in X920 and 1921, Stockholm in 1921, and Vienna and Budapest in 1924. Since 1925, the "Save the Children" International Union, while still continuing its relief activities, in so far as funds permitted, has devoted special attention to the development of child welfare in general. In 1925, first General Congress on Child Welfare. In 1931, International Conference on African Children. In 1936, First Balkan Congress on Child Welfare at Athens. Activities

Bulletin trimensuel en français avec supplément illustré. L'Union a distribué en une année 26.581.500 francs suisses aux enfants des pays éprouvés par la guerre. Deux congrès internationaux des oeuvres de secours aux enfants ont eu lieu à Genève en février 1920 et en avril 1921, un troisième à Stockholm en septembre 1921 (80 délégués de 16 pays). HB 1923:L'U.I.S.E. a distribué de 1920 à fin 1922 envrion 80.000.000 francs-or aux enfants dans les pays approuvés par la guerre et l'après-guerre. Actions principales: Secours à la ville de Vienne, ravitaillement de 25.000 enfants à Budapest pendant 8 mois, ravitaillement de 12.000 enfants de refugés russes à Constantinople et dans les Balcans pendant un an. La grande action en cours de le secours à la Russie affamée: l' U. I. S. E. (comités affiliés et Croix-Rouges collaboratrices) nourrit environ 300.000 enfants dans la province de Saratov (depuis octobre 1921), à Tsaritsyne et Astrakhan (depuis le printemps 1922) en Ukraine, en Crimée et dans le Kouban (depuis l'été 1922) à Moscou (depuis le printemps 1921). Elle a nourri en outre 375.000 adultes dans la province de Saratov, pour le compte d'actions de secours britanniques. Les sommes recueillies par l' U. I. S. E. d'août 1921 à août 1922 pour les secours à la Russie et l'Ukraine s'élevaient à plus de 10.000.000 de francs-or, dont les 2/3 environ ont été recuillis par le « Save the Children Fund » dans l'Empire britannique. Ën Grèce, l'U. I.S.E. et ses " comités affiliés alimentent 20.000 enfants et 15.000 adultes réfugiés d'Asie-Mineure et de Thrace, depuis octobre 1922. En Anatolie, elle a distribué 120.000 rations et 20.000 couvertures dans les régions dévastées. HB 1925: bulletin bimensuel en français et en anglais, illustré. Suppléments documentaires; feuilles de propagande; annuaire; déclaration de Genève en 38 langues; organisation de Congrès internationaux des œuvres de secours aux enfants dont le quatrième s'est réuni à Vienne-Budapest en octobre 1924. Le quatrième conseil général de l'U. L S. E. a adopté, le 23 fc vrier 1923, une déclaration des droits de l'enfant, dite « Déclaration de Genève », qui énonce en cinq formules brèves les droits qui devraient être reconnus aux enfants et respectés dans tous les pays civilisés. Le document original, signé de tous les membres du quatrième Congrès général, a été remis le 28 février 1924 au Gouvernement de Genève pour être conservé dans les archives de l'État. La cinquième Assemblée delà Société des Nations, dans sa séance du 26 septembre 1924, a approuvé le texte de la Déclaration de Genève et a invité les États membres de la Société à s'inspirer de ses principes dans l'œuvre de la protection de l'enfance. Lors de la reconstitution de la Commission consultative de la traite des femmes et des enfants, l'U. L S. E. a été invitée à déléguer un de ses membres comme un des cinq assesseurs pour la question de l'enfance. L'U. I. S. E. a distribué, de 1920 à fin 1924, environ 100.000,000 de francs-or, aux enfants des pays éprouvés par la guerre et l'après guerre. Actions principales : secours à la ville de Vienne, de Budapest et de Berlin, aux enfants de réfugiés russes à Constantinople et dans les Balkans, à la Russie affamée. UU. I. S.
