1. To make scientific and economic studies of Formosa, Korea, Manchuria, China, and other Oriental countries. To establish for this purpose a department for scientific research, and one for the study of present-day conditions, issuing periodicals as their organs. 2. To train promising men of pioneering spirit, to be engaged in public and private enterprise in various territories of the Orient.
3. To enhance Oriental culture, to stimulate the thought of colonists, and to diffuse foreign information through the mediums of lectures, classes, and moving pictures. 4. To hold an annual general meeting, special meetings, and conferences.
